However, the Taiwan government is insisting on full resumption of the 1996 air agreement with no conditions attached.
The Philippines broke the 1996 agreement when it suspended flights in October.
China Airlines and EVA Air (BR) support the Taiwan government's decision, because they are afraid if they resume services, the Philippines will again demand a very low seat limit, which would force them to stop flying again.
Philippine Airlines (PR) is anxious to resume services to Taiwan, said Naomi Wong of PR's Taipei office.
"We want to start talks again, but Taiwan won't negotiate until the original agreement is resumed," said Wong.
PR is still treating its Taipei office as an on-line service, she said, although it is not taking reservations.
Meanwhile, a BR spokesman dismissed the Philippine move, calling it "lip service."
