CAMBODIA WAS UNFORTUNATE TO BE ENGULFED IN THE flame of wars during many decades, missing the opportunity to develop. Therefore, as Prime Minister, I have always paid attention to peace building, which I consider as the top priority.

At present the Cambodian people are at the juncture of a new historical era, following the end of the wars in all parts of the country. We are proud that the process of democratisation and respect for human rights have taken deep roots in our society.

To ensure and maintain a safe environment, the Royal Government of Cambodia (RGC) has taken a number of measures, including actions to crack down on homicide, kidnapping, armed robberies and illegal use of weapons. Ten of thousands of illegal weapons have been confiscated.

Cambodia is a member of Asean and other regional and international organisations. We have endeavoured to normalise our relationships with the international community, which gives Cambodia a chance to rehabilitate and develop. The granting by developed economies of the Most-Favoured Nation (MFN) and Generalised System of Preferences (GSP) status to Cambodia represents another opportunity to attract investors.

The RGC has taken steps and implemented reform programs to promote sustainable development. Actions have also been taken to develop and overhaul the legal framework and regulations aimed at creating a favourable environment for private investment.

It takes only 28 days for investors to submit investment application forms and get them approved by the one-stop-shop of the Council for the Development of Cambodia. Foreign investors can enjoy a 70-year lease on land, with the possibility of renewal. The RGC provides investors with guarantees not to establish the control of prices of goods produced and services rendered by investors or nationalise foreign-owned assets. Investors are eligible for tax and duty exemptions for many imports and exports.

The RGC has signed agreements on investment protection and promotion with its trading partners and continues to work with many other bilateral and multilateral partners in this area.
